My junk Email filter does not and will not work!

I am using Outlook 2003 with Business Contact Manager. About 2 months ago
the Junk email filter just stoped working??? It lets all junk mail through
even though there is a blocked senders list in place. I've tried
uninstalling Office and reinstalling it, I've cleared the blocked list and
the safe senders list and reentered it, Nothing Works! Can somebody please
give me a clue as to what's going on? Thank you!
