My "new mail" envelope does not show when I receive new mail

I can select the option to have an envelope show up when new mail arrives,
but it does not work. Anybody know why? The Desktop Alert(the one that
fades out) does work, but I cannot "briefly change the mouse cursor", "play a
sound" or "show an envelope." Very frustrating, because the Desktop Alert is
distracting, I like the envelope. It worked at one time, just doesn't work
now.
