my outlook email doesn't work what can I do?

I don't think it downloaded properly. It came with the system and is not in
programs and features so I can't uninstall and then reinstall. I'm stuck
without a professional email address.

There are no downloadable versions of Outlook - unless you are hiding
that you got a pirated version in which case expect no one to help you
with that hacked version that probably contains malware.

If it "came with the system" then why did you have to download it?

If it was pre-installed, did you also get Word, Outlook, and the other
components of the MS Office suite? If so then go look for Microsoft
Office in the Add/Remove Programs applet.

Outlook doesn't ever give you an email address. It is just an email
client. You will have to create an account at an email provider to
get an email address.
