My outlook will not allow me to set up an appointment.

I seem to be locked out of scheduling an appointment. When I click on new
appointment or new recurring appointment - nothing happens. No box comes up
to fill in detail. I have scheduled both successfully in the past, no
problems. This is a new issue. Is there some lock or other mechanism not
allowing me to do this now?
Appreciate any help you may have out there. Thanks.
