my picture files are not getting to my clients even when re-sized.

My picture attachments are not getting through to my clients. The letter are,
but no attachments. I'm using Outlook 2003. I really need help, or I'll lose
these clients!
Pictures are in jpeg, resized smaller to send, usually in a zip file
