That's not typically an error message that Outlook would generate. You
sould have eight hex digits in the error.

It seems apparent that you have not correctly configured your POP account,
particularly the outgoing server settings. Ask your ISP or consult their
help pages for the values you should choose. Since we don't know who
provides your email, we can't help you with that.
