My ruler is missing in Excel

I'm must be missing something really obvious. My horizontal and vertical rulers are gone. The "ruler" option under "View" is grayed out. I've gone through my preferences pages in minute detail. I'm running OSX 10.5.2 on Intel iMac and MacBook.

It's really weird.

Just like in XL04, the rulers are only visible in Page Layout view.
