My Shortcuts. As default?

Using OutlookXP (2002).

Would like to use the Outlook bar (on the left side with its icons), but
instead of it displaying the group of icons called "Outlook Shortcuts" upon
starting up Outlook every time, can the group of icons that it shows be set
to default to "My Shortcuts" instead?

(It seems that even if you click on "My Shortcuts" it falls back to the
standard default of "Outlook Shortcuts" upon re-starting Outlook.)
