My subtasks have no cost, but summary task does?

I have received a Project file with several summary tasks. On a couple of
the summary tasks I have a cost, but the subtasks don't have any cost, and
there are no resources assigned to any of the subtasks, nor the summary. The
summary cost should be zero, but there is a value there. I cannot delete it
or change it (because it is calculated, I suppose), and I can't figure out
where the value is coming from.

Any suggestions?

Which version of project?
There was a bug in older versions of project which summary tasks retained
costs of deleted subtasks.
The solution was to create a new summary task and delete the old one.
Note that you can not delete a summary task without affecting the subtasks,
so you need to outdent the subtasks first, then you can delete the summary.

If Jack's response doesn't fix it try inserting "Fixed Cost" as a column and
zeroing out any costs for your summary tasks.
