My timesheet in resource usage view

hello,
I use Project server 2007 to manage a portfolio of project.

I want to know why if I open a project in resource usage view i see a
task-line called "other project and commitment" , expanding it, i find hours
spended by resouces on other projects. and then i find lines called MY
TIMESHEET.
I
think that it is because of resourses put their hours in administrative
time in the timesheet....is it right?
but then, the other question is, if i see this My timesheet line why I
cannot find the value my resourses insert in administrative time of that
timesheet?

I hope someone can help me..
