my toolbar won't come up in my word program

I can't seem to get the toolbar to come up in my word 2000
program. When i start it up, the only thing that comes up
is a clean page and the rulers. Any suggestions?

Please follow the steps in KB Article 242368 - WD2000:
Toolbars, Menu Bar Missing, or Settings Not Retained When
You Start Word 2000
