My website looks bigger on my friend's computer, how do I fix it?

On some computers the user has to scroll sideways to see my whole page. How
do I fix it so that it is uniform on all machines, and looks the way it does
on my computer? Sorry if this seems like a stupid question, I'm still
learning. Thanks for your help!

Put your content inside of tables and cells that are set to a fixed width
(ex: 795 pixels) and then it will stay the same on PCs with different screen
resolutions.

Others on the NG recommend 760 pixels to allow for the chrome (scroll bars,
etc.)

I've always like 795 but if the majority says 760 then 760 it is. :)
