Mysterious Missing Toolbars!

Hi, I using WORD 2003.
Help!!
The top toolbar is missing: file;Edit;View.... etc
Therfore cannot get to tools menu to restore optiions.

I've also experienced this with Internet Explorer and so have many of my
colleagus at work.
What causes this ?

Hitting F11 takes away the top toolbar in IE, and puts it back again. But
not in Word.
