I copied my outlook.pst file to a cd, but I can't open it. I get an error
message saying the its not a personal folders file. I even tried saving the
file from the disk to my hard drive and nothing works.

When I copied the file from the CD to my hard drive. I clicked on the file
properties and the "Read Only" box is not checked.

Did you remove its read only attribute?

Any file on a CD acquires a read only attribute, so someone must have
removed it.
Time for you to provide some information.
How was this file created?
How are you trying to open it and exactly what message to you get?
Have you checked it for errors using the Inbox Repair Tool?
