Nav bar not showing in web pages

I have tried the ungrouping, and have checked all the other fixes listed
here, my nav bar does not show when I publish to the web. it works fine in
the preview but not once I upload to ftp.

Publisher 2003 SP3
IE8

Select the navbar on each page > arrange > ungroup.

And when you are ready to republish your site save your home page as
'index.htm', not index.php.htm'. Delete the old 'index.php.htm' file and the
'index.php_files' folder from the web host and upload the new 'index.htm'
file and the 'index_files' folder.
