And why do you think the server being Apache has anything
to do with it? (sincere question)
Also using "Bar based on Navigation Structure" does not
work either, now Back and Next are shown.
Do these Back and Next buttons work?
Are all the other buttons missing? Is that it?
Is there a way to slove this problem without falling back
to Office 2000?

I have a feeling you publish to your Apache server via
FTP, and now you retrieved a new copy of the site by FTP
and you're are trying to open the new copy in FrontPage
2002. The usual problem with this approach is that while
previously publishing or now downloading, you've lost all
the FrontPage-specific information, such as the Navigation
view diagram. No Nav view, site structure, no buttons.
The best approach is to just open the most recent good
copy of your Web directly in FP2002. If you want to keep a
backup, use the FrontPage Publish command to make the copy.
