Navigation Bar disappears when web is published

Using Front Page 2000. I have created navigation bars in my top and
left shared borders. They are fine when viewing in Front Page - normal
and preview views. When viewing the page on the internet - no
navigation bars show up. (I have a nav bar in my bottom shared border,
and it is fine.)
