Navigation bar not showing up in web preview

I am building a website. I have a navigation bar on the side of each page
and at the bottom. The navigation bars are the same on every page. The
navigation bars are on the page when I am in publisher. However, when I go
to preview any of the pages the bars do not show up. No link, no text,
nothing. Only the lines that separate the bars appear. How do I get the
links and text to appear when previewing?

Internet Explorer 8

After posting I looked up my IP version and found that it is a problem with
the grouping. I have tried the ungrouping of the nav bars and everything
works great. Thanks for your help though.
