navigation bars not showing in frames

I just built a website in frames but my navigation bars are not showing on
the left side of the website. What have I done wrong?

I built another site in frames with an "enter" page but this site doesn't
have one. It opens on the Index page. Somehow I haven't made an important
connection. Any assistance would be very much appreciated!!
