I basically have the same problem described in:

Except with FrontPage 2002 and with "arcs" Style/Theme, not with FP2000.
Method 2 as described in the above KB also resolves it by changing the
Style/Theme to something else. Only the "arcs" one doesn't not display
correctly.
Method 1 as descript in the above KB doesn't work because it appears that
the file names have changed between the 2000 and the 2002 versions.
This problem only appeared recently on my xp pro machine and it worked just
fine before that. I have transferred the disk web files to another machine
with xp home on it, with the same version of FP 2002/maintenance level and
it
works just fine on it. (Microsoft FrontPage 2002 (10.6308.6830) SP3)
Also, since I copy the entire disk-based web to the another machine and it
works, it does not appear to be a file problem found in the disk-base web,
but something else. I have also performed a repair of the FP and still no
change.
