Navigation won't accept child page

I'm using FP2003 and have been unable to add a new page under another page.
My structure is 1 parent page and 9 child pages. I am trying to add a 10th
page with page beneath it, so a third level.

I have tried to create a new page in the folder view and drag it onto the
navigation view beneath a current child level page but it get placed on the
same level.
I have tried to create the page in the navigation view and the same thing
happens and it will not let me drag it to a lower level.

I should add that for some reason, I have a home page (house icon) that is
not connected (by a line in the navigation view) to my child pages. Instead
I have an index page (insert hyperlink icon) that all the child pages are
linked to. The home page (in navigation view) is sitting on the same level
as the index page, off to the left, all by itself. Don't know if this is
part of my problem. The website works even though all updates are done on
the home page and the index page is an incompleted copy of the home page.

I would like to know how I can add a third level to an existing child page.

Nevermind - I rebuilt the website to make sure I had created it based on
navigation structure so I could drag the pages over. Now I have my home page
in direct connection to my other pages. Problem fixed.
