need to find the formula for b3 is 8 hrs c3 = -.50min / b3 is less than 8hrs
c3 -.25 example b3 8. hrs c3 7.5 hrs / b3 6. hrs c3 5.75

I agree with Bernard, but I think what you need is this in C3:

=B3-IF(B3<8,0.25,0.5)
