There are a few options, but all are constrained in one way or another
AFAIK. After all, VB is a proprietary product, I cannot see MS giving away a
compiler, or allowing others to do so. But check out

Just need a command-line tools of VB DLL compiler.

and it will work with win98se with MS Excel 2000.
