Need a function that would show the date correctly in concatenation

Hello All:

I have the following formula in cell A4:

=" Issues for " &I4

I4 cell is a date: 8/16/2007

I would like to see: "Issues for 8/15/2007" but I am getting "Issues
for 39310".

What can I put before I4 in my concatenation so that the date would
come out right?

="Issues for "&TEXT(I4,"m/dd/yyyy")
