Need a visio clone from Office 2007

I have a user who needs to create a Visio type chart with the usual shapes
and flowcharts and the ability to move them around and the connectors stay
connected. Since we don't have a license for Visio, it it possible to use
any of the Office 2007 Pro applications this way? This is a one-time effort
only so we won't be buying Visio. I have drawn a few charts in PowerPoint
but if you move a shape the rest of the diagram doesn't stay attached, and
if you group it the whole thing moves.
Any ideas on how we can do this?

Excel can be used to create simple flowchart type diagrams and the
connectors stay glued (ensure you use connectors and not just plain
lines).

I found this in Word and Excel, but we decided to go ahead and get Visio
anyway after trying the trial version.
