Need Document Protection on a .dot File

Hello,

My company has many electronic documents such as memos, and transmittals,
etc and we have them saved as .dot files. Our problem is we need to apply
document protection to the header and footer for page one on the memo, but
then when you are on page two we need the header to be editable so we can add
in name/date information there - Again, the header/footer on page one should
be uneditable, and then on page two the header only should be editable.

Is there a way to do this? Can someone help me?
