Need help with Outlook problem

I scanned through the postings and could not find a
related event, so I apologize if this is a duplicate

Situation:
User1 can send e-mail to all users but user2. user2 can
send e-mail to everyone to include user1.
There is no undeliverable and reply to does not work
either. I have this happening in two different
environments.
Environments:
1. Running SBS 2000 with Exchange 2000 using MS Outlook
2002
2. Running Server 2000 using POP3 and using MS Outlook
2000.
I found another group that had posted this exact problem
early last year but they did not post a fix.

Please provide any Articles or knowledge you may have,

Have you checked User2's deleted items folder? Make sure that User 2 doesn't
have a filter set. Check User2's junk senders.txt and adult content.txt
files to make sure that user 1 isn't on those lists.
