Need help with text form fields

I am designing a form that the users fill in the form fields. The problem I
am having is the tab order. Since the area where the fields are do not match
up with regular spacing, I am inserting a frame and then placing the text
form field within the frame so I can place the field exactly where I want it.
When I protect the document and tab through the fields, it doesn't go in
order like I need it to be. I jumps all over the screen. How do I correct
this?

When you use frames, the frames are in the order of the paragraphs to which
they are anchored. You may need to drag the anchors to different paragraphs
to make them work logically.
