Need help with themes

I'm trying to create a custom theme that I can apply to my
entire web, but when I try to apply it across all pages,
it isn't updating anything. I have 2 or 3 gifs and 6 text
boxes with hyperlinks attached. Nothing fancy. Can
someone recommend a solution to me? MUCH thanks in
advance.

When you modified the theme did you save it as a new theme name
