FrontPage Help(allowing users to upload)

I need to know if there is any tutorials for help with building a website to
allow users to upload images and videos.

I have learned how to add the upload into my page and change permissions.
That is about all. I am stuck. I don't even know what to really ask help
for.

I guess, How do(if I do) add a page that will refresh/allow users to upload
their files to. Do I make a photo gallery for users?
I want a simple website that allows users to:
1) upload images/videos
2) Be able to report illegal/offensive material
3) Sort uploaded images by new, popular, etc.
If there was a tutorial for what I need that would help or if someone could
give me pointers on how to do this with frontpage 2003.

FP File Upload is limited and won't do all you want

You will need a custom server side script and a database to do what you list
