i am working on a project. I want to install office 2003
on 14 computers. Do i need a site liscense?
Do i need a copy for each?

I'm no expert, but I'm mostly sure that a site license would be cheaper than buying 14 copies at about $400 each.
It likely would offer you a little more flexibility or better maintainance options too.
