Need space in TOC between chapter names

My Table of contents should look like this:
4. Approval
i
5. Distribution
ii

SECTION 1 INTRODUCTION
1.1 Purpose
1-1
1.2 Data
1-1

but it does not have the line space above each section/chapter header.
How do I create this space automatically? I have tried adding spaces above
the actual section header, defining the space as a header, making it
invisible, or white, but nothing is working so far.
Any ideas?

Assuming that the Section entries are using TOC 1 style, you should modify
that style to have some Space Before. For more tips along these lines, see
