need template to handle vast information for search and rescue

i need to get or develope a template/program to handle vast amount of
information on volunteer workers for search and rescue HELP please

If you're trying to use Project to schedule volunteer workers for S&R I
suspect that Project is not the tool for you. To do the job right will
require advanced skills with Project. If anyone less skilled then tries to
change anything, your whole schedule will takes days to resolve!!!

I strongly recommend a database solution for a vast amount of data. If not
many people need to share it, then Access makes a great solution.
