need template to schedule 16 couples to visit 16 elderly shutins

I need template or database setup to schedule 16 couples to visit 16 elderly
shutins in four different zip code zones on a rotating bases. The 16 elderly
folks are divided into four groups. Each couple only wants to visit a group
once every four weeks.
