need to add permission to a db

we have a couple of Access 2003 db's and one of them, when i go into it i
have 2 screens, one says: Docment Maintenance Main Switchboard and the other
is the file name:Database (Access 2002-2003 file format). The Database
(Access 2002-2003 file format) has on the left side Objects: Tables,
Queriers, Forms, Reports, Pages, Macros, Modules, Groups, Favorites. The
Document Maintenance Main Switchboard is what the users use, they can click
on what they need to use. this db is working (actually all the db's are
working, that is not the problem). When I need to make a change (permissions
or what have you) I right click in the Document Maintenance window and go to
Form Design, once in Form Design i than right click any where in there and go
to properties, and do what i need to do in there.

The problem:
I have another DB that when i open it up there is only one window and it is
the window that users can click on buttons and go to where they need to go.
There is no other windows even if i minimize that window. I also can not
right click the in the window or on the buttons like i can in the other db
and get a menu and choose form design. If i go to the menu bar at the top of
the window and go to View and choose Design View I get the design view
however when i right click in there to go to properties nothing comes up.

I was not the one who created these db's and know very little of Access.
there probably is something very simple that i do not see that will let me
get into the administration part of this db.

Any help would be greatly appreciated!

The window with "Database (Access 2002-2003 file format)" with Objects:
Tables, Queriers, Forms, Reports, Pages, Macros, Modules, Groups and
Favorites is called the database window. It allows users to navigate to
objects in the database.

In the database where your right click menus are missing, go to the menu,
Tools > Startup. Put a check in the box for "Allow default shortcut menus"
and click on the ok button to save it. Close the database and reopen it
again. Now you can right click on the names of objects in the database
window and a menu will come up.
