Need to change opening setup

When I open excel it has my toolbars on two levels. The formatting & Standard are on 1 and my seagate crystal reports button is all by it's lonesome on another. How do I change the way the workbook opens so that their is only one line for toolbars.

Right click on the toolbar area and choose Customize, or
from the tools menu choose Customize.

Drag the toolbar to where you want to dock it.

Then exit customize.
