Need to change ruler settings on Word 2003.

I just installed Office Professional 2003. In Word, I can't change the ruler
settings to reflect inches. When I use Tools<Options<General Tab and the
measurement settings, it is already on inches. WHen I change it to anything
else, nothing happens in my view of the document.
