Step 1: Start Publisher
Step 2: Play.
Step 3: See what does what.
Step 4: Buy a book on layout and design.
Step 5: Read and understand aforementioned book.
Step 6: Practise.
Step 7: Create newsletter.

For cheats:
Step 1: Start Publisher
Step 2: Open the newsletter wizard.
Step 3: Create newsletter.

The first method will lead to better results and will mean you will be in a
better position not to rely on wizards in the future.
