Need to limit access programming

We need to install access based applications on user
machines. However, we do not want the users building their
own applications/forms using Access. Is there a way of
doing this.

Don't install Access...install the Access run-time. However, note that your
Access applications need to be fairly bullet proof....good error handling,
etc.
