Is there a conversion program available so that I can view OneNote 2007 files
with OneNote 2003?

Not that I'm aware of.

What exactly do you want to do with your ON2007 notes in 2003? Just read
them?

There is no way to open OneNote 2007 files in OneNote 2003. Your best
options are to either install the OneNote 2007 trial (which can be used
as a viewer, even after the trial expires), or save your notes in
mht/pdf/etc format from OneNote 2007.
