Need to understand resources

I've gotten some help from the wonderful folks at MSPE on this topic in the past, but I'm still not sure of my best course of action.

I want the PM to be able to assign a task to a resource that represents a department. Our first instinct was to make this resource generic, but we want the department manager to status the tasks assigned to that department. So, we made the resource a human resource with a default assignment owner.

The problem with the above scenario is, I can't figure out a way to indicate that the resource represents multiple people, therefore, I cannot schedule that resource to work on the same task at the same time. In Project I can adjust the max units to represent something above 100%, but I cannot figure out a way to do this in Project Server.

Is this a common situation?

Here's some more help from one of the wonderful folks at msPE: set the Max.
Units value for the "generic-like" human resource to greater than 100% in
the Enterprise Resource Pool. When you specify the Max. Units value,
multiply the number of real people represented by the resource times 100%.
For example, if a single "generic-like" resource represents a team of 5
people, set the Max. Units value to 500%.

Hi Dale! :) Actually, that's exactly what I'd like to do, but when I select that resource in the Resource Center and click "Edit Details" the Max Units field is nowhere in sight. Am I in the wrong location?
