net.framework sp1 fails installation blocks onenote installation .

I have v1.1.4322 of net.framework - windows update says I need SP1, but
whenever I try to download it the installation fails.

I have since successfully installed Endnote, but when I try to install
Onenote 2003 I get an error 1500 message that another installtion is in
progess and has to be terminated. Onenote failed to install on the first
attempt.

So, is the SP1 blocking the onenote installation, or is there an error with
the installer when dealing with Microsoft products?
