Network Cable Unpluged

Keep getting the message, Network Cable Unplugged and my DSL connection
keeps on kicking on and off. Replaced the Ethernet card with no luck. When I
am connected to the internet it takes several minutes for the page to load
if it does at all. Running Windows XP
