How do you show the top border on the network diagram view (and printout) and
populate the border with mnths of the year?

Not sure about your meaning of border.
A network logic diagram is nothing but a pure logic diagram. There for does
not have a time scale.

A border across the top showing month names to help the reader see what's
happening each month into the future. MSP add on software offers
this.....just wondering if MSP can do it yet....

There are no scheduling programs I know of that will put a time scale on a
pure logic diagram. You might look at View>Calendar. This will not show logic
ties but has dates.
