new activeX error messages

Lately when I run an Office app like Word or Excel, if I
open up Help, I get this dialog box:

"An ActiveX control on this page might be unsafe to
interact with other parts of the page. Do you want to
allow this interaction?"

If I click yes, it's ok until the next page loads; it does
it for EVERY page in Help, even if I OK'd the page before.
If I click no, I get another error message, but otherwise
the same outcome.

Very very very annoying. Here's the details:

Win 98, Office 2000 (and I reinstalled it, nothing
changed), IE 6.0.2800.1106. I am running Spybot Search &
Destroy and Zone Alarm, which I update regularly.

Before you recommend I change my security preferences in
IE, I already did. All my settings for ActiveX say Enable,
which is not something I'm happy about. But it didn't even
make a difference.

Any ideas?

Hi Linda,

The CAUSE for the issue:
This behavior has changed from the behavior in Microsoft
Office XP. An ActiveX control that has not been registered as a Safe For
Initialization (SFI) control and does not implement IObjectSafety will be
treated as an Unsafe For Initialization (UFI) control and you will be
prompted to load the ActiveX controls.

WORKAROUND
To work around this behavior, when you create your Office document that
contains ActiveX controls, use a comparable control that is included with
Forms. For example, if you use a custom tab control in your document, use
the Forms Multipage control instead.

The other option would be to try to rename Normal.dot.

I'm not any creating Office documents with ActiveX
controls; I'm opening the Help files.

Yes, I realize the Help files use ActiveX controls. That
is why the error box comes up.

It never used to come up, but now it does. I am trying to
stop that from happening.
