New Document Menu

How do I stop this from appearing?

When I select NEW from the icon, it does not appear. When I select FILE, NEW it appears on the right hand side of my screen.

You're getting the New Document task pane. The New button should give you a
new blank document unless you have customized it to open the File New dialog
(which you can do by assigning the button to the FileNewDialog command in
Tools | Customize). File | New will open the task pane unless (again) you've
customized it. For more, see
