You seem to be talking about "footers," not "footnotes." Perhaps you are
confused about their function? If you really want to use footnotes, then
create them using Insert | Footnote or Insert | Reference | Footnote. They
will appear below the text and above any footer you may have and will be
different on each page. If you really want a different footer on each page,
then you'll either need to use section breaks or investigate the StyleRef
field, which allows you to have a footer that changes based on text in the
document.
