New Install Outlook 2003. Can not open Outlook 2003

New install of Outlook 2003. It tries to configure Outlook. When it does
not it says "Your MIcrosoft Exchange Server is unavailabele". I then try to
work offline but then it says "unable to open your default e-mail folder.
Your profile is not configured". I cannot get into Outlook to make or setup
any of the configurations to make the program start. Please help. Thank you.
