New Meeting Request and Task Request Disabled

I'm running Windows 2000 and upgraded to Outlook 2002.
Since the upgrade, I'm not able to create a new meeting
request or task request. The work around is to create an
appointment and then add user to the scheduling tab.

How can I enable the New->Meeting Request and New->Task
Request?
