New Message Sits in Outbox 2000 way too long

Each new message is placed in outbox prior to send. That's
OK. Its just that it take around 3 + minuites for a
message to get released.

The "Mail Account Options" is set for "immediate". Also,
initiating the send/release button does not help.

I can find no other settings within Outlook 2000 that
would cause this.

Any suggestions out there?
